What is it about call centers that makes management completely unwilling to pay 1 cent for experience?

I get calls everyday from recruiters, internal to companies, or temp agencies. They literally BEG me to consider working for them.

Yet they want me to work onsite when I have full remote and they are not willing to pay one cent more than I’m getting. They’re probably paying the same for someone with 0 experience. It’s kind of crazy really.
